On behalf of the United States Department of Energy and Sandia National Laboratories (operated by National Technology and Engineering Solutions of Sandia, LLC.), we are pleased to invite 28 participants to attend the Tanzania and Uganda Transportation Security Training (TRT) to be held in Dar es Salaam, Tanzania from 14-16 April 2025. The workshop is hosted by the U.S. Department of Energy / National Nuclear Security Administration’s Office of Radiological Security.

The U.S. Department of Energy’s National Nuclear Security Administration’s Office of Radiological Security’s Tanzania and Uganda Transportation Security Training (TRT) is specifically for the Responders/Management supporting a transport activity.

Course Goal:

The goal of the Transportation Response Training (TRT) course is to develop sustainability at the local and national level for improved transportation security and response. The workshop provides relevant response-related training for the protection of radioactive material during transportation, including the planning and preparation to prevent a loss and the response to a malicious event of radioactive materials. The course provides an opportunity for training participants to develop, discuss, and exercise their tactics, techniques, procedures, and protocols when responding to a theft event involving high-activity radioactive sources that occur during transportation.

Group Size and Target Audience

The recommended course size is 28 participants (14 Uganda/14 Tanzania), with the primary target audience for this course being law enforcement agencies representing federal, regional, and local jurisdictions. Secondary participants may include security managers from licensees (shippers), carriers, and regulatory authorities.

Prerequisites

Participants selected to attend this workshop should have local responsibilities in transportation security and/or be law enforcement officers or first responders. This should include a basic understanding of radiation protection principles and practices, knowledge of the procedures and techniques used in transportation of radioactive materials, and knowledge of response techniques and tactics in emergency situations.
